People are simply lazier than so in most cases. Then we have the apps that make the above hard. Like if I use gmail on my phone, it makes it very hard to edit the quoted part and to deal with it in the way I like. Which is also another reason why I avoid to send email with my phone... Most e-mail clients make it hard to only quote parts of a mail because they default to HTML and put some fancy color lines next to the text and no easy way to extract parts of it.
